Govt Set to Reinstate Express Penalty System for Road Discipline

The government is preparing to bring back the Express Penalty System (EPS), the digital traffic enforcement program that uses road cameras to detect and punish traffic offences.

The system automatically captures violations such as speeding, running red lights and driving in restricted lanes.

Once a violation is recorded, a traffic penalty is issued to the vehicle owner.

The program had earlier been suspended after motorists raised concerns about high fines, short payment deadlines and unclear speed limit signs in some areas.

Authorities later paused enforcement to review the complaints and consult transport stakeholders.

Government now says the system will return after several of the concerns were addressed.

Officials believe the technology will help control reckless driving and restore discipline on the country’s roads.

The system will first be enforced on major roads with high accident rates before it is gradually expanded to other parts of Uganda.
